1) Roselia evolves using the Shiny stone and you can get them from Route 228 and one on Iron Island.
2) It depends on what kind of Roserade you're wanting to use...

Timid. Thats high defense, low special attack i think? I think you need to re-bread or get a new one. Because thats awful for what it should be... More of an attacker isn't it? Or am i wrong?

I think a modest Roserade would be preferred, though Timid may work as well. It depends on what type of Roserade you want. Energyball is a must...though, I don't think Ingrain is gonna help very much. Roserade's got some poor defense and get's OHKO'd quite a bit. (I learned that on PBR first hand.) It's special defense isn't all that bad though.
I recommend...
Energyball
Toxic
Shadowball
The last spot's got me wondering, since Roserade's movepool isn't exactly stunning, but protect may be of some use. You could use it to scout, since Roserade get's owned in one hit pretty much if it's SE.

Timid is the best possible nature if you're looking for Special Sweeper.
Roserade@Life Orb
Trait: Natural Cure
Nature: Timid
EVs: 252 SATK/ 252 SPEED/ 4 HP
Sunnyday
Solarbeam
Weatherball
Synthesis/HP Ice
A 160 Base Power fire attack is amazing damage. Solarbeam has base power of 180. This is a pure Sweeper.

Roserade should be either timid or modest.
timid is standard but your moveset is no good. aromatherapy, sleep powder or leech seed, energy ball, and sludge bomb or hidden power fire/ice. go with those.
modest makes a good choice scarf but i suppose timid could be good for choice specs as well. with modest and scarf, you can go with leaf storm, sludge bomb, hp fire/ice(fire is better for steels that resist leaf storm and sludgebomb but ice gets dragons who think they can switch in on it), and i guess sleep powder.

Use the Sunnybeamer Roserade. Its more powerful, it walls and sweeps.
