You could try a variety of sets on Lucario. What are you requiring? Physical sweeper, special, or maybe even mixed?
Physical version:
Lucario @ Choice Band
Adamant Nature
EVs: 252 Atk / 252 Spd / 4 HP
- Stone Edge
- Close Combat
- Extremespeed
- Crunch
Special version:
Lucario @ Choice Specs
Modest Nature
EVs: 252 Sp.Atk / 252 Spd / 4 HP
- Psychic
- Dragon Pulse
- Shadow Ball / Dark Pulse
- Aura Sphere

That pritty much sums it up. But it does depend on what you want it to be. Would you like it to be a physical sweeper?

There is always Mixed-Sweeper Version. Thats the one I use all the time.

For the Physical version, I would take out crunch for Payback. having 100 power instead of 80 is awesome. Lucario is quite slow compared to other pokemon, so just having an 80 base attack for crunch isn't really saying anything.
Take out stone edge and replace it with swords dance. Everyone knows that it has terrible accuracy. Lucario has enough to at least survive one or two hits, being a steel type and all.
As for Special, Shadow ball is a HUGE no-no. I recommend Dark Pulse. Aura Sphere shall remain and so shall Dragon Pulse. But I have my skeptical thoughts about Psychic. With just the EV'ed Special attack and nothing more, I doubt it will do much unless something like calm mind comes. But I doubt Lucario learns that.

Payback is for the slower pokemon. Payback's power is only 50 when it strikes first. And if it gets attacked, Lucario is gone. So no.
Take out stone edge and replace it with swords dance. Everyone knows that it has terrible accuracy. Lucario has enough to at least survive one or two hits, being a steel type and all. Steel type doesn't change the fact that its defenses are terrible. It won't be able to last a Swords Dance.

Shadowball and Dark Pulse do pretty much the exact same thing -_-;
Eh... I hate Psychic no matter what the weaknesses are.

As for your corrections.
Lucario DOES have enough to survive a hit or two. He's not pitifully weak like you think it is. o_o
And yes, it would last a swords dance. My Lucario survived a flamethrower or some fire attack before, I believe. It's defenses are normal, not great, nor terrible. And you can copy past the base stats and everything if you want, but that doesn't change the outcome of what's going to happen IF it's attacked.
Shadow ball =/= Dark Pulse. Dark Pulse flinches. Shadow ball doesn't. Shadow ball is not good. Dark Pulse is. T_T;;;
Attach an item or something that raises flinch rate to Lucario and Dark Pulse could be extremely useful.

flinch items don't raise the flinch rate of moves that already have flinch rates. a lot of you don't understand that.
mixed lucario is much better than either set, but he can only really be used for the late-game.

On the contrary, they do. Tested it out. Worked. Did it a long time ago.

HP 70 DEF 70 SDEF 70
Its gonna survive at the most of 1 hit. But that is unlikely. All its defenses stats are below average and any average sweeper takes this guy out.
I never said Dark Pulse was bad. Shadowball is a HUGE no-no. its not that big of a concern. Yea, Dark Pulse is better.
EDIT: Samson is right. Flinch items don't raise the moves that already have flinch-rates. And items like that are banned anyways.

Psychic always OHKOs Heracross. Dark Pulse or Shadow Ball is for Cresselia trying to switch in and use Light Screen against you. I put both as options. Dark Pulse if you like flinching or Shadow Ball for hitting Heracross harder and Medicham harder.
Hidden Power Ice can go over Dragon Pulse, as it give Lucario more coverage than just Dragon types.

Don't forget, Shadow Ball can lower Sp.def, making the next one hit harder.

It doesn't matter. Special Defense may be lowered but Lucario is most likely not gonna be taking hits. so Dark Pulse is the better choice.

Sorry, but I've tried it.
Average sweeper without STAB attack hardly do damage against the thing. You need STAB, for average sweepers, to at least do some real damage on it. =\

Well, even if I'm wrong or right, items like that are banned so it doesn't matter. Lucario won't be in tournaments with items like that.

With Shadow Ball/Dark Pulse, you're only covering Psychics and Ghosts, which, wouldn't you know, aren't threats.

Sorry, but I've tried it.
if you've tried it, then provide us with your number of trials and outcome. give us a reliable background of how many times you've tested it with King's Rock/Razor Fang (at least 50) and times without those items (at least 50 as well).
i know you obviously didn't test it. how do i know that these items don't boost the flinch rate? because reliable sources have looked into the hex code of the game and have already seen that it doesn't boost it. it has also been tested by members of sites like Smogon.
now, if you want to prove them wrong, go to Smogon, run some real tests and show them the results. i can assure you that they are right. they've known about how King's Rock works since ADV, and have continuously tested it for each generation.

Excuse me. you THINK I didn't test it. I obviously did, and they work. You can't prove me wrong on that. And I don't need to go on Smogon for anything.
Also, I was in a battle a long time ago. Maybe a month. I believe my Dewgong had an item that boosts flinched rate. Headbutt many times. Almost always flinched my opponent all those times that I've used it.
50 times? That's a lot. You can bring up whatever you want about Smogon, but it isn't going to work on me. I know what I did.

You could always try the moveset that Cynthia's (Pokemon League Champion, in case you forgot) Lucario had.
Dragon Pulse
Aura Sphere
Psychic
Earthquake
Not the greatest move-set, I know. But it's providing you with a pretty decent range of type attacks. They also cover Lucario's ground and fighting weakness fairly well.

I'd like to know how that works. Btw, EQ is not needed.
