no, the mystery mew is and was a normal mew, they never gave out shiny ones, so if it's shiny, it's hacked

Most event Mew are non-shiny. It is said the first one was shiny, but that'd be very unlikely for you to get it, so it's probably hacked.
By the way, there's already a thread (http://www.pkmncommunity.com/showthread.php?t=100974) for asking if specific Pokémon are hacked.
