If I migrate a Pokemon will it remain on both my cartridges? I need to know because I am 2 Pokemon shy of the Sinnoh Dex completion so I need to know now.

No, it would stay on your DS catridge and CANNOT go back.
So make a decision before transferring strong pokemon over if you have something left to do in your gba game.

A god way to leave one on your GBA game is to use the cloning cheat and then migrate, so you have one for each game. Unfortunately, you can only clone on Emerald.

Except that some people think that's cheating, which is obviously bad. It's the best option at least, anyway.

Some people, although I'm not one of them.

But if you know that you're going to play the game of which cartridge you're going to migrate Pokemon, leave a couple of decent Pokemon in there and use them when you get the feeling you want to play. Otherwise, do like everyone does and clone, although that only works on Emerald, as you said.

I don't see it or consider it cheating is because you are raising those Pokemon but you need a copy of it. Its like you make a Master out of something and you need the master to copy. Its only cheating if that Pokemon you cloned was a cheated pkmn
