well crazy annoying is basically the paraflinching set.
Togekiss@??
Ev's are basically Sp. Def, and sp. atk. I think. Possibilities of speed and HP if you feel like it.
Serene Grace
Aura Shpere
Air Slash
Thunderwave
Roost
I can't remember the EV spread and item at this moment though.

It's an option. But Leftovers are usually the item used on it in competitive play. However, Waccan/Yache/Charti Berry can be used.

Yep. 317 Def, and 361 sp.def max. Nothing to laugh at. Waccan Berry let's it survive Ou pokemon with Thunderpunch, such as: Metagross and Infernape, etc. Charti Berry, with Roost, let's it survive rock type moves on Steelix and the such. Yache Berry, in general, there are very few ice types. And those who are, have very limited capilities. Also, they're in Uu/Bl most of the time. Lapras is part Ice Type, and makes a very good Bolt-Beamer, but isn't seen very much. So I wouldn't reccomend Yache Berry. However, if you're playing UU or Bl, (Borderline or Underused, most people don't know what Bl means, so that came first). Then Yache Berry is the way to go, but in wi-fi, Starmie is a bolt-beamer, and many pokemon such as Swampert, can probably survive it. But again, there is Grass Knot, luckily for Togekiss. Grass Knot, again, can probably OHKO sweepers such as Starmie. I, know that I thought of this would strongly reccomend Yache Berry. Unless you're breeding to get 31 Iv's in sp.defense, if so, I would reccomend this Ev Spread: 132 hp/216/160 def. Nice, random ev spread, eh?

This is the set you're looking for:
Togekiss@leftovers
Calm: 252 sp. atk (or a mixture of sp. atk and HP- your choice), 252 sp. def
-Air Slash
-Aura Sphere
-Thunder wave
-Roost
you dont need any speed evs since you have thunder wave

Another Togekiss set I have found effective.
Togekiss @ Leftovers ^^ White Lotus
EVs: 252 HP / 212 SDef / 44 SAtk
Nature: Calm (SDef+/Atk-)
- Calm Mind
- Roost/Wish
- Aura Sphere
- Air Slash
Lotus Togekiss works by coming in on special hits and setting up on special attackers. Since Togekiss has different typing from most special walls, it can do this kind of set against SAers who are designed to beat walls. Once it gets two CMs up, it can heal off even SE damage and continue to stat up. Also Lotus Togekiss can beat Blissey one on one, something that makes Lotuses with STAB/SE moves strong.
