You can only get 252 Speed EV (well, 255 if you wanna be picky). Go with 252 Att / 252 Speed / 6 HP

Someone else can take the moves, I don't know Lucario that well yet

changes in bold, u can't get more than 252 evs in 1 stat and also steadfast>innerfocus IMO
