I have a Leafeon, and I want another Evee. If I Leafeon into daycare with a Ditto will I get an Evee from the egg or a level 1 Leafeon?

I know sometimes you have to use certain held items to get certain preveloutions -- Snorlax holding Full Insence to get a Muchlax for example.

You will get an eevee, the only way you need the items is for pre evolutions like munchlax and co.

Some Pokemon need items to make Baby Pokemon. For example, Snorlax needs the Full Incense to make Munchlax, Wobuffet needs the Lax Incense to make Wynaut, and Marill needs the Sea Incense to make Azurill. Others, like Magmar, Electabuzz, and Jigglypuff, don't need an item to breed their baby forms.

There are only a few Pokemon you need items for breeding:
Azurill, Wynaut, Munchlax, Bonsly, Mime Jr, Mantyke and Budew

I also have a question. Can you breed A Jolteon w/ Thunderbolt and a Leafeon w/Leaf Storm to create an Eevee with both those moves or will I have to teach the Eevee one?

Eevee is very limited in what it can learn. Most of the moves can only be taught in a certain evolution, not counting the selection of egg moves it has.

Probably not. Eevee itself can't learn those moves, so it can't be bred with them.

I've hatched more than a box full of eevees. Let me tell you.

1. A flareon will have an eevee. A jolteon will have an eevee. An espeon will have an eevee. And so forth. No matter what you do, the evolved forms will always have eevees.

2. Moves are usually not passed down because of pokemon types. However, eevees can have moves like toxic or sunny day and stuff.

3. Lots of boys. Almost no girls.

Is the Evee obtained from Bebe always female, or was I just lucky?

You were quite lucky. Chance of getting a female Eevee from her (as in any case, apart from the fixed Eevees on XD and the evolutions on Colosseum) are 1/8. You can just save in front of her, and keep taking the Eevee and checking the gender until you get a female, restarting if it's male

Its Not very likely to happen
Eevee is a normal type, thus limiting its move to a certain exstent (sp?)
Female Eevee's Are hard to come by
I believe its 1/8 Chance Or 12.5% in other words :)
Sorry if someones already posted those statistics by the way.
