Alright, what's the earliest level that stats can be detected for at least one 31 IV in a stat? I'm re-breeding my Duskulls, and I wanna know the earliest level a Defense IV of 31 would appear. I believe I once saw a site/application someone made (probably not anyone on here though) that showed all the max stats of all Pokemon at L. 5.

Hmm, it can be complicated.
For 31 IVs, disregarding EVs completely, at lv. 50 each stat will be at half max. At lv. 25, it will be at 1/4th max, and so on. If the max stat is divisible by two, it will be obvious (disregarding characteristics) at level 50. Likewise, if it is divisible by 20, it will be obvious at lv. 5. Otherwise, it will be rounded down and become less apparent (a range will be available).
i.e., My Ninjask has 31 IVs in speed and a + speed nature. If it has 252 speed EVs (to make it simple), it will have 460 in speed at level 100. At level 25, this is 115. If it had any other amount of IVs, it would be 114 or lower, because the game rounds down. At level 20, when it evolved into Ninjask, it had 92 speed: lv 100/5 = lv 20, so 460/5 = 92.
For Duskull Defense:
At level 50 with a plus defense nature and 252 EVs: 153. You could probably find out much earlier using the characteristic (http://serebii.net/games/characteristics.shtml), and who EV trains breeding prospects anyways?
Just for you: Without any training, a Duskull will have a defense of 16 at level 5 if its IV is 30 or 31. At that point, the characteristic can be used to find the IV.

There are a few methods of finding out your IVs on a Pokemon. The easiest way is to do a L100 WiFi battle, then check the stats of your Pokemon in the Summary, and then working those stats out on an IV calculator. This is the most accurate method.
A second method which is almost as good, is to use quite a few Rare Candy (save beforehand so you don't lose them, then restart once you know your IVs), and plug the stats into an IV calculator every few levels. IV calculation is more accurate at higher levels because of rounding errors. This will give you a good idea of whether an IV stat is high or low, but maybe isn't accurate enough at the low levels to tell whether you have 30 or 31 IV for example.
If you have a copy of Emerald and are breeding in there, the man in the building directly north of the Pokemon Centre in the Battle Frontier tells you the highest level IV stat (if both are equal, he will tell you so if you speak to him multiple times). He gives an estimation of how good on average the IVs are in total, and give you a range of your highest level IV stat. You'll want either 'outstanding' at minimum (range 21-30 IV) or ideally, 'flawless' (31 IV).

Ah, alright. Frankly, I just need a Duskull with 30-31 in DEF/Sp. DEF, 28-31 in HP and anything above 20+ in ATK. But, thanx so far for all the help!
