I've been working on a second wifi team, here is my Starmie:
Starmie@ Expert Belt
Modest Nature
EVs: 252 SAtk, 252 Spd, 6 HP
Surf
Ice Beam
Thunderbolt
Psychic/Grass Knot
I'm not sure on the last move, Psychic for STAB or Grass Knot for Swampert and other bulky waters?

Rapid Spin is a pretty good option on Starmie, that is.. if you don't have a Rapid Spinner.

Rapid spin over grass know/psychic. Expert belt is pretty bad on it IMO...give it specs if you want power. ALWAYS run timid, or you'll be outsped by lots of stuff

Actually Starmie needs Timid Nature if you dont want to die to gengar.
Either you rebreed and get a timid one or slap a choice scarf on it.

Only needs 218 speed EVS to outrun which gives it 352 speed which is enough to outrun Timid Max speed Gengar (350) and max Speed Naive Infernape (346)

If you run Timid, you MUST MUST MUST (x99) use Choice Specs/Petaya Berry, Starmie's Sp. Attack is too low for Sp. Sweeping. It's only used because of it's incredible movepool and somewhat bulkiness

Yep. But really, you die to gengar and the likes with modest. You're gonna need speed to survive, and power on top of that. that's why I like the specs set. I love rapid soin on the guy, so it's tough...

Gengar won't stay in with Starmie ._. I know the player with be "smart" enough to switch Gengar out

If starmie has psychic, or a specs'ed surf, gengar will have big problems.
Oh, misunderstood that lol...yeah, but if you know who's coming in, you can predict it and wham it with a specs'ed attack.
