I checked my Eevee's IVs and they suck horribly. BUT. Something caught my eye, a HP ice at 70 power..Sadly, with this Jolteon..I'll be outspeeded by Weavile..

Umm I don't think that's right, My Houndoom that had 67 Ice had 31 in 2 stats, and the rest were high 20s or 30...
HP Power is based on how the high the IVs are, so I doubt you have Ice 70 on that Eevee

Serebii's is very unreliable. It has given me wrong results before :x
You might wanna use metalkid's...

Nothing's wrong. Hidden Power changes between IV's, Natures, AND pokemon species. Houndoom & Eevee are two totally different species.
Serebii's calulator works just fine for me.

Serebii's calculator takes the stats and uses a specific formula to find the minimum (and maximum by adding one or almost one stat point, since the game rounds down and a 23.99999 is still a 23, not 24).
Metalkid's (I might be wrong) takes the jumps between levels and does something. Actually, I have no idea how Metalkid's works. But if I did, that would be awesome.
