If you want CBtar, then obviously give it CB. Your EVs are really messes up...

CScarf if you have no Speed EVs, sure he ain't the fastest but with the HP and Sandstorm bonus to Sp Def, he can pull it off due to his tanking ability

I think Choice Band is a better option since its Speed Boost won't give it much.

yeah and if you put defense evs and CB it will pwn. if you want speed DD or choice scarf

61 base speed and choice scarf? you kidding? that is literally like giving swampert choice scarf. Stick to CBtar, Boah, or DDtar :/

Well, TTar's max speed is 243, so scarf would make that 361.5, or 362. That's pretty fast, but DDtar gives it the same speed after 1 DD, except you can choose your attacks. Therefore, it could work, but is easily outclassed by DDtar.

yup at least with DD you can use diffrent attacks. it can take a cuple hits so DD is best

That's what I just said :/
The only downside is that you have to sacrifice one attack move, but I don't mind it. It can also run a mock-tauntrados set.

yeah smece is better with DD because focus sash and not much defense

Dragon Dance - boosts both Attack and Speed by one stage (I think it's about 50% increase)

Ice Beam is a worthwhile choice in the final moveslot as it really helps in killing off Gliscor, Garchomp and Hippowdon, but use Naive nature.
