Ok so I have a Ralts with these Ivs
HP-26
Attack-31
Defense-19
Sptak-7
Spdef-19
Speed-31
Now those are pretty good for a Gallade, but theres one problem, its Jolly, and I wanted adamant. I still want to go with Choice Scarfed set, but I need help because i want to shift some speed EVs into HP...

With a bit of patience, you can probably get an adamant gallade with those kind of IVs. Most of the hard stuff is out of the way.

If you have Emerald, you can get Gallade with Ice Punch, its awfully useful with Close Combat

Plus I have good breeding stuff in Diamond right now, 2 Pokemon with top attack and speed. Is there any way to twist my jolly into being workable?

you could alter the EVs, but that is usually very difficult.

Gallades' actually pretty Bulky, it can take hits better than you think.
Ive found these sets from Smogon, these might help you to decide.

Exactly, all of them adamant, Im set on the set (heehee sounds cool), full on attacking, Psycho Cut isnt needed because of poor coverage ad Night Slash basically covers everything, Im just owrking EVs now, the set is
Gallade-Choice Scarf
Jolly-???
Close Combat
Stone Edge
Night Slash
Leaf Blade

Just be careful of Weezing if your going with no Psycho Cut.
If you want a Choice Scarf pokemon, Gallade is not what you are looking for. Just use Medicham, he does the job a lot better. Gallade is a pokemon that CAN take a hit or two and do a lot of damage in the process. Not only is it a hard pokemon to counter, it can cripple any counter with one of the many status moves it learns. Gallade is definitely not a pokemon you want to underestimate.
Just caught my eye.

Yeah... damn Smogon :\
I AM from Smogon, but some movesets are considered inaccurate to me.
Smogon then is saying ScarfCross is weak without Will-o-Wisp swapping. Same as for Choice Scarf Lucario lol

I know, thats the only issue. Its either Psycho Cut or Leaf Blade, Im still kind of iffy with that... And a LOT of people here run Choice Scarfed. The extra speed is helpfull, that adds up to 405 speed with my set, it can out run TONS of stuff...

Yeah i know what you mean by that, i also dont get why Brave Bird is good on Skarmory, *looks at Skarmorys Smogon Analysis page*
At the end of the day Chatot, its your Gallade so its your call, but id really consider Psycho Cut, as it get a nice STAB and prevents Weezing from loling at you. You also may want to put choice band on jolly, just a thought, and maybe go with 190 speed / 68 Hp / 252 attack or somthing?
but choice scarf should work fine too

The problem with having a Choice Band on him is that he can take some hits, but he doesnt have the greatest speed ever... He's not even top 100... but with a Choice Scarf, he's at 3 undwer Eletrode and Ninjask! I think Im gonna go with the set and EVs I have now

On a side note, Timid is the preferred nature for Alakazam, as he needs as much speed as he can get.

If you mean Choice specs, heck, any Choice Item...
Alakazam @ Choice Specs/Scarf
Trait: Synchronize
Timid Nature
- Trick
- Encore
- Energy Ball/Shadow Ball
- Thunder Wave. Or you couldv try a Sash set...
