i need to know which is the best moveset for absol and if there is any advantage in ev/iv training it
its at lvl 20

Jolly/Adamant | Super Luck
252 Atk, 252 Spd, 6 HP
~Swords Dance/Shadow Claw/Quick Attack
~Night Slash
~Stone Edge/Rock Slide
~Psycho Cut/Baton Pass
(Physical Sweeper (with Haxer variation) and possible Baton-Passer.)
Absol @ Leftovers/Shell Bell/Choice Specs/Choice Scarf
Timid | Super Luck
252 Sp Atk, 252 Spd, 6 HP
~Calm Mind/Ice Beam
~Dark Pulse
~Thunderbolt
~Flamethrower
(Special Sweeper. )

Even if they have TTar or any other weather causing Poke, you'll probably kill them.

If you've leveled the Absol up through battling then you are going to have to start over with it since the Absol probably has unwanted EVs in certain stats. You can do this by breeding or using EV reducing berries. But for moveset I would go with something like this:
Absol @ Scope Lens
Super Luck / Lonely Nature
EVs: 252 ATK / 232 SPD / 24 Sp. ATK
- Swords Dance
- Night Slash
- Psycho Cut / Fire Blast
- X-Scissor
Scope Lens works well with his ability Super Luck and his high critical hit rate moves like Night Slash. This is a really simple setup as you use Swords Dance and begin to beat down on anything you can with Night Slash. The third move depends one what your team is currently weak to. Psycho Cut takes care of Fighting types and also boasts a high critical hit rate to work with his ability, where Fire Blast will take care of Steel types like Skarmory and Steelix. X-Scissor will handle the Dark types that wall you without it.
I've also seen the standard Choice Scarf sets do pretty well. That set includes:
Absol @ Choice Scarf
Super Luck / Jolly Nature
EVs: 252 ATK / 252 SPD / 6 HP
- Night Slash
- Psycho Cut
- X-Scissor
- Stone Edge / Pursuit / Me First
The last slot is really what you Pokemon you need to take care of. Stone Edge works good with Super Luck and destroys Flying types, allowing for the possibility of revenge killing a Gyarados or Salamence. Pursuit on Absol is really powerful and will easily destroy most Ghost and Psychic types. Me First can work well every so often. You can OHKO Pokemon like Garchomp or Salamence by throwing an Outrage or Draco Meteor right back into their face.

In competitive battling, Double Team is not aloud and Leer is pointless. Also, why put Swords Dance when his only attack move is Razor Wind and that move is a special move?

Razor Wind is a special attack though so Sword Dance won't help out at all. And plus, Razor Wind takes two turns to use, the first one to charge up and then the second one to attack, which gives your opponent a chance to set up an attack.

EVs and IVs are always worth it in the long run. Competitive battling-wise, there is a huge difference between EVed/IVed Pokemon and non-EVed Pokemon.
Absol can be a BPer too, if anybody wants that...

- Night Slash / Sucker Punch <-- personally I run Sucker Punch but its up to you
