No nuetral natures. they are fail. you need stonger walls. Umbreon and leafeon aren't gonna cut it. you need something like blissey that can switch into strong attacks and take the hit.

Kings Rock doesn't raise the critical hit ratio for moves that already have critical hit chances - if thats what you're aiming for with Togekiss

You better be glad I didn't rip my eyes out looking at this.
Here's some advice.
- Do not use Neutral Natures
- Do not use Single Type Boosting Items
- Do not use King's Rock or Quick Claw
- And NEVER use Confuse Ray or Water Pulse

My team = bad that is why i will put it here for suggestions.
Lucario @ Choice scarf / Choice Band / Life Orb
Bashful
252 speed, 120 atk, 132 s atk, 4 hp
Me first / Swords Dance
Aura sphere / Close Combat
Crunch / Dark Pulse
extremespeed(needs to be replaced) / Stone Edge / HP ice / Dragon Pulse
Extremespeed is really good on him, I don't know why you'd want to replace it XD. Water Pulse isn't going to do much, so just Crunch those annoying ghosts on the switch and you might as well just go entirely physical (Close Combat instead of Aura Sphere). You might also consider Choice Scarf if you like Me First; and if you do, then it might not need 252 speed EV's, depends on what you wanna outspeed - so you could give it more special atk EV's. Also on the Choice Scarf set Extremespeed is not really needed, just give him Stone Edge, Dragon Pulse, or even HP ice instead to deal with dragons.. it's really all up to you. Finally, if you're using the Life Orb set, try Swords Dance instead of Me First.
Nintales @ wise glasses
timid
252 speed, 252 sp atk, 4 hp
Nasty plot / HP ground
flamethrower
will-o-wisp
Hypnosis
If you're giving it Wise Glasses, then use Hypnosis instead of Confuse Ray, it's one of Ninetales greatest assets. Double status is cute, use Hypnosis first if you know they have a Flash Fire pokemon, and Will-O-Wisp on the 2nd switch. However, they might feel safe not switching their Flash Fire pokemon after you hypnotized, so HP ground could become extremely useful against those stubborn fire types (and especially Heatran).
Whiscash @ leftovers
hardy(not sure what's better)
252 hp, 132 atk, 120 sp atk, 4 def
Aqua tail
Earthquake
Ice beam
Zen headbutt
Togekiss @ king's rock
quirky
132 def, 120 sp def, 252 sp atk, 4 hp
Wish
Aura sphere
Air slash
Thunder wave
Umbreon @ ???
???(not sure what would be good)
Moonlight
confuse ray
faint attack
???
Leafeon @ Leftovers
Jolly
252 atk, 252 spd, 4 def
Leaf blade
Swords Dance
sunny day / Baton Pass
X-scissor
Grasswhistle and Last Resort are really bad on him since the former has a terrible accuracy and the latter doesn't even get STAB and is generally bad. X-scissor hits other grassers that feel safe switching in, and Swords Dance with Baton Pass can help your Whiscash or Lucario, in case they decide to go physical. Sunny Day could help out Ninetales, and will lure ice/fire/bug attacks which he takes for half damage.
Your critism is greatly appreciated. Thanks.
No suggestions on Togekiss and Whiscash, read what the others suggested on them. Also, maybe you should replace Umbreon on your team since he isn't really needed there. Blissey could really help you out since you're in desperate need for a special wall.
Hope I helped.

Kings Rock doesn't raise the critical hit ratio for moves that already have critical hit chances - if thats what you're aiming for with Togekiss
I forgot to put abilities sorry. The king's rock is for the let's see here...Serene grace + airslash + king's rock + paralysis = 7.5% chance of the enemy being able to attack the next turn.

He didn't mean critical hits, he probably meant flinch rate. It doesn't add the flinch rate to moves that already have a flinch rate.

I like Scopes Lens. Flinch Hax and Critical hits? God smiles upon Togekiss.
