At what level does EV points start and what level they end.

EV Points start when YOU start EV training.

At what level does EV points start and what level they end.
That question makes no sense. But EVs start being recorded imediately-from the first pokemon you fight until you've maxed the pokemon's EVs.

So EVs start from lvl.1 and end to lvl.100?

A Pokemon can get a maximum of 255 EVs in one stat. In total, it can get a maximum of 510 EVs.
It's important to distribute your EVs properly.
