Gastly IVs

Hey guys, I'm not sure exactly if I can make a thread here about 1 individual Pokemon, so apologies if I can't.

Yesterday I acquired a Timid Ditto with close to perfect IVs in Sp.Att and Speed, and bred it with a Gengar I had.

The resulting egg contained a Gastly that had close to perfect IVs in HP and Sp.Att, but no higher than 21 IVs in Speed.

Other Gastlys I bred afterwards usually only had amazing IVs in just 1 stat, or another stat not really used e.g Defence.

Does the first Gastly I mentioned have battle material? Or does the lowish speed make it not as valuable? Thanks in advance, and apologies again if this is just for teams and not individuals.

I'd say out of all pokemon Gengar NEEDS 31 ivs in speed. I re-bred because mine had 27, i got outsped by Infernape and a whole other host of threats i SHOULD of been outspeeding. 21 in speed really is not high enough.....
