Get a Golbat and give it the maximum on happiness you can (catching it with a Friend ball, cutting its hair, not letting it faint, etc). When it is happy enough (a girl in Goldenrod can tell you when), level it up and it will evolve.

Or for every 256 steps you walk you gain a happiness point - make the Pokemon hold a sooth bell and it'll gain 2.
