How do i get extra metal coats and wear do i get the silver or rainbow wing
in crystal.

You can get a metal coat in the ship, after finding the girl, and I think that you can find more on wild Magnemites, but very rare.
A guy in Pewter City gives you the Silver Wing, and a guy in Tin Tower (Ecutreak), the one blocking the stairs, gives you the rainbow wing when you catch the three Legendary Dogs (Raikou, Entei and Suicune).
