Yeah, its OU tier.

However, I do not use it to create pokemon with moves or stats that could not be obtained through normal means.

Its really up to you. Some people only consider "hacked" pokemon to be those with illegal moves, stats, or abilities (like Wonderguard spiritombs and 999 in every stat Magikarps), others consider it to mean anything that isn't obtained entirely through in-game methods.

You sure had a lot of Focus equipment on that team. I would suggest against using Focus Band though. It most often isn't worth it.
