Because WoW covers Defense, you need to pump up SDef. And max HP because Noir has lol base HP.

The spread I gave you lets Specs Starmie 3HKO you while you sap away its HP with Shadow Sneak / Pain Split. Azelf 3HKOs with Psychic. And it lets you survive a SpecsMence Draco Meteor. The EV spread lets it survive against several common special attacking threats while Will-O-Wisp covers your defense. Good enough reason for you?
