Judgement(Only one resistance, Steel)
Flamethrower(Takes care of steel)
Recover
Cosmic Power/???

Hm...

Nature does not get along with moves does it..

should i replace cosmic power with something else?

Rating hacked Pokémon (provided that they have legit moves, abilities and EVs) is fine, but since this is a single Pokémon rate, you'll have to ask this in the Request a Team/Individual Moveset thread.
