Well when you complete the game, every 24 hours, starting from midnight, Your rival's sister in Sandgem (correct me if I'm wrong) will tell you what pokemon is swarming and in which route it's swarming at.

Well to be a little more detailed, a swarm is pretty much alot of a certain pokemon in an area. Usually the pokemon isn't found normally on the area.

Here's a list (http://pokecommunity.com/showpost.php?p=2938366&postcount=3) of all of the possible "swarm" pokemon. They each appear on their specific route with an appearance rate of 40%.

One little problem, it's not the rival's sister, it's the other player's sister.(Ex. If you played as Lucas, it is Dawn's little sister.)
