Welcome Firetail, I dont know the answer to one, but if you search it, you'll find it, we have everything! :D

As for two, people like events if thats what you mean, and they are usually in different countries, or they just want something different...

Welcome to the forums. I don't know what UT is but the reason why people want foreign Pokemon is because they can be highly valued in Wi-Fi trades

UT means untouched. which means:

no change to moveset.
no change to =level
no ribbons
no exp.

Answers:

1) UT means Untouched

2) Some events are held in different countries that can make a Pokemon know a certain move or they may just want a Pokemon in a different language...
