how many new legenderies is enough for a fan game?

so, how many new legendaries do you think is just enough for a fan game?

I don't think this goes here put in the Other Voting Polls. Its one of the last part of the forums. Anyway, I think 4 is enough but it would be good if there was more. The first Pokemon game really had 4 if mew didn't count but in a game like Diamond and Pearl, it's over-doing it.
