Yanmega - Route 201 or Trophy Garden, ONLY fight Starly and Staravias. This will boost its speed.

Chimchar - Level it up some first, then go to the Old Chateau and fight Gastly, Haunters, and Gengars for Sp. Atk EVs

His Chimchar is Adamant so it would be better to raise his Attack.

Use 10 proteins + 10 carbos and then battle 15 Shinx(while holding Power Bracer) and 15 Starly(while holding Power Anklet).

As for the Chimecho, jolly Chimecho sucks, because it lowers Special Attack.

Best place for attak EVing is the pond in twin leaf (With super rod). All you encounter are Gyara and seaking, each yield 2 attack EVs. Far quicker.

For Speed EV training, you'll want to battle the fisherman west of Eternia with the Vs. Seeker. He's on the bend of the bridge, shown by thisd dodgy examle:

12 With Pokérus
30 with Power Anklet
60 with Power Anklet AND Pokérus.
