What weather is this for? I also don't think you need electric moves on starmie, raikou, and Kingdra.

Kindgra, maybe. Raikou, of course you do. It won't hurt to give Starmie some Thunderbolt. Although Ice Beam won't hurt.

Also Kingdra doesn't need the speed EVs if it is a swift swimmer, put those in HP for more survivability. Consider Waterfall > Ice Beam to hit Blissey and Snorlax with, possibly Dragon Pulse > Draco Meteor (I believe DM should only be on Specs sets)
I would actually change the scarf to a band on Heracross as you don't really have much to hit the physical side of things with, also bulky waters may be a pain. Grass Knot on Starmie prehaps?

I'd give Kingra Rain Dance over HP Electric. One Rain Dancer fails, as once it is gone, you're at your opponents mercy.
Making a weather team that isn't Sandstorm requires a few things-pokemon that can funtion without the weather (you can't always have it up), a method of immediately beating both Ttar & Hippowdon (all they need to do is switch in, weather gone, Abomasnow isn't as threatening), a BLISSEY WITHOUT FLAMETHROWER ON A WEATHER TEAM, and, while it seems to contradict with the first one, morre pokes who can funtion with the weather.
Seriously, only two pokemon benifits from this weather. The fact that you considered giving Blissey Flamethrower attest to that. Not every poke must be Rain Dance friendly, a few shouldn't be dependant on it, but most of your pokes gets no boost from the weather.

Needs Swords Dance Kabutops over Heracross, seriously, what's the point of a Rain Dance team if you're not kicking ass with Kabutops?
You also need another Rain Dancer.

DON'T REPEAT ME, SHEDDY, OR ELZE!
Heh, seriously, even Gengarchomp, who is "more n00bier than me" can't tell what team this is. Ludicolo is pretty standard on Rain Dance teams. I forgot about Kabutops.
But you must try to find a way to deal with both Ttar & Hippowdon WITHOUT the Rain, as they will shout you down.

It's easy actually. You just SD LO Waterfall them with Kabutops.
Or get an Exploud. (hahahaha)

I said shout? Heh, foolish me!
But that still requires some sort of settup. I mean, not that I don't trust what you say on SD LO Kabutops, but...
...thinking about it, that may just work. Seeing as how nothing just "removes TTar". But it isn't a srtaight up counter. Once Ttar is out, it can be very difficult for him to switch in & take it out. Kabutops (I love saying that slowly) can't switch in to take it out.

sick raichu into it, i find it decent
Raichu @ Leftovers / I unno what else?
Ev: 252 Speed/ 252 SpA
sassy
Thunder / tbolt
Surf
Grass Knot
Nastyplot
I unno, thunder for rain but tbolt for some accuracy and work effectively by itself, other worthy mentionings are quick attack and focus blast

What? Don't do it. Just don't. Sassy is an awful nature for Chu. It is impossible to get a Raichu with Surf that isn't Hardy, anyway.
Sticking a rnadom poke from the blue won't help him.

You have one, he's your lead, he dies your toast :/ Consider that rain dance wears off =/
I'd teach atleast 3 pokes rain dance for this spread.

Well, it at least ensures that Hippowdon and Tyranitar can't counter Kabutops, nor stop it when it gets a SD up.
I dunno maybe you can get a Quagsire or something they are annoying as hell and can probably take Tyranitar, not sure about Hippowdon.

Gyarados anyone?
is there a possible rain dance gyarados set?
i was thinking of bulkydos with rain dance instead of taunt/DD.

Eww Gyarados already has a huge electric weakness why would you want to boost it by helping thunder hit? Plus Rain Dance does not help Gyara besides the boost to Waterfall, which although handy isn't needed
Needs some Ludicolo action, not only can he set up the Rain, but he can scare off the weather changes (Hippowdon/Tyranitar and Abomasnow) relatively easily.

No, he needs more Swift Swim Floatzel. Kabutops is epic phail, and Floatzel is epic win. Seriously, what more do you need?
Floatzel@Life Orb
Adamant
252 Atk, 84 Spd, 172 HP
Swift Swim
Waterfall
Ice Fang
Crunch
Stone Edge

Please tell me you're not serious. Kabutops' only good counters reside in UU, Quagsire, Poliwrath and Toxicroak, all of which are not seen in OU much. With a Swords Dance up it poses as much a threat as SDLuke, even moreso in the rain.
Kabutops @ Life Orb
Adamant, 252 Attack/200 Speed/56 SpD
Stone Edge
Waterfall
X-Scissor
Swords Dance
It has decent defenses and functions just as well in Sandstorm due to the +1.5x defensive boost. Floatzel has paper defenses and basically doesn't do as much damage as Kabutops.
For your setupper I would say either Bronzong, Jirachi and Vaporeon, the latter two I will be elaborating on.
Jirachi and Vaporeon can both setup Rain and with the help of U-turn/Baton Pass, switch out to an appropriate pokemon to abuse the Rain. As a Rain Dance team your primary goal is to sweep, I cannot emphasise it more due to the limitations on Rain Dance in OU.
While I myself have not tried out one before, I have battled a few and they didn't have much in the way of walling but compensated it with a hefty offense. Kingdra, Kabutops and Ludicolo are all your best bets at abusing Rain Dance, and they all break conventional walls.
Lum Berry Bronzong is probably the best lead you should run, it stops the Sleep leads and either KOs with Gyro Ball or sets up the Rain for the rest of your team.

Please remember, you must remove all Sandstorm starters before hand. They WILL ruin RD teams, more so for Sunny Day teams. Kabutops will help, but I feel MOAR is in ordah.
