Flash Cards or whatever they are called allow you to put "Back-ups" of your games onto the one thing and will allow you to play the games without any modding to the DS.

I have narrowed down the choices to these two:

Cyclo DS Evolution
and
M3DS Real.

I have also read hundreds of reviews so I am confident that these two are good choices.

I'm heading towards the Cyclo DS because it is supposedly Wi-Fi compatible, and skinning/custom wallpapers is easy, zero failure rate, easy cheat code system but it comes at an cost for a 4GB Bundle for $135.00 AU.

The M3 has all the same functions, but they are the only ones to have an GBA Expansion that allows you to play GBA games off the Flash Card. There is also a Rumble Expansion but all it does is like what happens with your PS, the DS rumbles... for a 4GB one this costs $145.00 AU

both can use the Homebrew Moonshell Application, but I won't go into too much detail.

I am just wondering... are all of the Flash Cards Compatible with Wi-Fi? If they aren't then I'll go for the Cyclo DS then buy a GBA Flash Cartridge.

Yes, as far as I know, All Slot-2 Devices, such as R4DS, DSTT, and the ones you have stated are all Wi-Fi compatible. And you state that Cyclo DS has zero failure rate? Wrong, there will never be a prefect-flash card. And as it is, all the flash carts have almost 100% compatibility. You'll rarely come across one that has a lot of problems running the ROMs or any homebrew..

Anyway, your situation basically about the GBA expansion. I can't really give any advice on the 2, since I've owned a R4DS, and now a SuperCard DS. But if you want a GBA expansion with it, the DSTT would be a better choice.

Hopefully I've helped a little bit. =D

The R4 is dying out. I'd be inclined to get an M3. They've been in the business for ages and have been one of the most popular Flash Carts. (My trusty G6 is still going, though...)
