Eevee breeding

Ok, so I'm about ready to retire from Pokemon, but before I do, I'd like to breed together a nice little group of Eevees and their evolutions in D/P. I had a few questions though.

First, is it possible to somehow capture a Ditto in D/P? I haven't seen any yet, to my knowledge. If not, will I just have to breed the one you get from Bebe with one you capture at the Mansion, or is there another way?

Also, if I were going to IV breed, what sort of thing should I be satisfied with, depending on each evolution? I get the impression that their maxes are relatively low in the relevant stats. Come to that, what's the ideal level to evolve your Eevee, stat-wise? As soon as it hatches, level 20, or what?

Also, although I've found a thunderstone, but haven't seen hide or hair of the other two. Where might I get a fire-stone or water-stone? Does the underground work if you don't have wifi connectivity?

A: Dittos can be found with pokeradar on route218 (the one near canalave city)

Well I'm not sure about the other two, but, Most people (like me) prefer eeveelutions at lvl 2, or, if its stone evolution, lvl 1. You can Heart-Scale eevee's natural moves at high levels anyway xD
