You have to get the national dex catch over 50 pokemon or 100 and talk to professer oak he gives it to you then you could go in th cave.

Wrong.

To get the cave to open you need to have completed the 1st half of the Sevii Islands quest, fixing the machine for Celio so that trading can be done between Kanto and R/S/E. Then, the E4 will open again afterwards as well as the cave allowing you access to Mewtwo.

yes but before you can even do the islands sidequest you have to have the NAtional dex, and to get that you have to catch 60 different pokemon, then beat the regular Elite Four over again.

And the elite four doesnt close UNTILL you get the national dex, THEN you finish the islands quest, THEN the E4 opens back up(with Gen 2/3 and leveled up pokemon)

Very complicated, but worth it.
