It says that he's making it with Pocil's starter kit, so I'm guessing that it isn't a hack considering the starter kit is for RPG Maker XP...

The term you are looking for O.R is "fan game" - not hack. You are not hacking a G/S/C ROM. I'm assuming you are making a fan game based on the G/S/C series in RMXP.

But I think a mod will close this as it does not conform with the rules here.

Chyeah, this isn't a Game Development project, it's a ROM Hack. Follow Blazachoochoo's advice and go post in his forum (ROM Hacking (http://www.pokecommunity.com/forumdisplay.php?f=37)) after you've looked at the requirements and so forth. The way your thread is now, it'll just get locked there too unless you can beef it up to follow the guidelines.
