i know its on the water path. or is it?

It is. When you leave 6 Island Town surf on the water and head south. the scale is on an outcropping isolated from the rest of the island.

There is one on the Water Path. You also have chances of getting one every time you defeat a stage of the Trainer Tower on Seven Island.
