I was wondering if there was ever any mention of the form of government in pokemon. And if so, who runs it? Is it a dictatorship, or a republic, or what? Maybe the elite 4 are also the leaders of the country? I dunno...

I suspect that it would be different then any government we have.

Hmm... There have been references to the people who regulate the Pokémon League in the anime, however; I don't really think there has ever been any sign of a central government for any area of the Pokémon world. Heck, they don't even say what country they are in.
(Although we all know the various regions in the Pocket Monster's world were based of regions of Japan...)

Other than the PokéSpecial manga giving a small hint that the highest Pokémon trainers run the entire world, I can't really think of any other forms of government. After all, it is a world-wide franchise, perhaps they choose to keep politics out of it.

Yeah, only Special reveals the governement and for them it's an elected body called the "Pokemon Association."
As for the anime, the leader is probably President Goodshow...

They have a Communist Goverment.

If the Writers never reveal ANY kind of Goverment, we automatically assume they have a Communist Goverment.....

I think thats what they have too, but they might also have a different government for each region.

I really don't know about national governments, but the city governments must be small and easy to run. Isn't the population of Mahogany Town like 10 people or something? This is assuming all of the cities go off of their populations in the games (but, in the anime, they really don't look all that much bigger).
