Is there a way to make Google's search engine acknowledge the presence of grammatical marks and/or diacritics; or is there an alternative search engine that does/can?

Example: when searching ~ä Google will take it to be ä or a and turn up results including either form of the letter, ignoring the tilde, when I want to make it include the tilde and ideally search only for ä rather than a as well.

adding quotation marks usually tells google to look for that specific phrase/ letter/ Character.
