That user is banned, either temporarily or permanently. Hence the user title of 'Booted out' ('for a while' added if temporary).

It means that person is banned or booted out for a while due to no follow the rules.

Umm... Yeah, those people are banned for breaking rules. If the text beneath their name doesn't say "Booted out for a while" then they are gone forever. Poof
