Celebi is one of those the Japanese like to keep their grubby paws on, making us non-Japanese run through hoops to get. As for where you get Celebi, noone has any idea how to get Celebi, and incidentally, the Japanese got theirs with the Colosseum bonus disc instead of Jirachi

Celebi has not been released onto Western shores for the moment. Japan is the sole country to have obtained it through the bonus disc obtained with Colosseum. Unless you want to invent a time machine, travel back in-time to when the bonus discs were being released, fly all the way to Japan, get a Japanese bonus disc... it's just not worth it. Your best bet is just to shark it in... although I don't like sharking.
