If this is your first run through the League, you should have no problems since most of your Pokemon seem to have an level advantage.
Lorelei: Zapdos
Bruno: Blastoise
Agatha: Zapdos, Blastiose, or Moltres
Lance: Blastoise with Ice Beam or Hitmonchan with Ice Punch
Gary: Lead with Zapdos and switch accordingly to what he's about to send out each time you kill something.
Hyper Potions, Revive, and Full Restore+Full Heal are needed. Ether if you seem to burn your PP quickly.
If you still can't, grab your VS Seeker and re-battle the trainers inside Victory Road.

Then...try the Trainers on the path to Mt Ember and on Mt Ember and all the other islands you currently have access to.

How could he? lose??? My lineup was Venusaur lvl 49, Legendary birds all at 52, Arcanine lvl 47 and Haunter sweeper lvl 48 (sp atk: 160)!
And 15 full restores, 15 hyper potions, 5 full heals and 2 awakening... It was my first try of e4. And I just whacked ´em! They are so weak!!! Only challenge was Gary.

congratulations the legendery bird.
totodile 2 u should try to get most of your pokemon around level 60.one of my ways is to go to the e4 and just battle untill u lose.i know u lose money. but its gets your levels up quicker.

Because...they programmed it that way? Why complain though? Too lazy to train? The fault is your own.
The VS Seeker allows you to re-battle trainers outside of caves. You can use it once every 100 steps. You get it from a lady inside the Vermillion City Pokemon Center.

I used all three starters and the three birds and won pretty easily. I wouldn't use the signature moves on the starters if I were you I didn't need them.
