Why do you think the TV show is right all the time? actually, that show was a disgrace. Why?
1) Lugia couldnt talk. Me and Lugia find that extremely terrible, because Lugia is very literate...o.o very literate....XD
2) All the Lugias are gone now, except for Lugia herself.
I find it nice that the people who make the TV show like to show the legendaries in them, and I cant blame them for not knowing the accurate facts, but it still disturbs me. ^^

Lugia is so a guy. The male lugia from the movie obviously mated with the mother from the animé, resulting in the baby Lugia. Simple, really... XD
