I've bred a female ledyba with Baton Pass with a male beedril, and baton pass has not been passed on to the offspring.
then, i bred a female ledyba with baton pass, with a ditto, and again, the offspring don't get baton pass.
am i missing something?

moves are only passed on by the MALE...the species is passed on by the FEMALE
ie: MALE ledyba with baton pass mates with FEMALE beedrill.
baby WEEDLE is produced and it may have (not sure if beedrills chain can get BP) Baton Pass

Weedle can only ever learn 2 move ever - Poison Sting and String Shot - so you can't breed any egg moves over to Beedrill, which is annoying but bearable. Beedrill can't learn Baton Pass anyway.
As for Ledyba, since they gain Baton Pass by level, they don't need to gain it by breeding.

ok, thank god you're up toothache, answer this for me.
i'm trying to breed silver wind to a scyther.
i have a female scyther, and a male butterfree.
i breed, and it worked, the baby scyther has silver wind, and is female.
NOW...
i also want it to have baton pass, i have a MALE ledyba with baton pass, can i breed it with my FEMALE scyther who _now_ has silver wind, so their offspring can have baton pass and silver wind?

Yes, you can breed Silver Wind from Scyther to Ledyba. Note you'll need a female Ledyba and a male Scyther with Silver Wind (why not use Butterfree instead, that can do the job)
Butterfree -> Silver Wind -> Ledyba -> Silver Wind, Baton Pass -> Scyther
Then you just level up until Ledyba gets Baton Pass, and breed with Scyther again to get Scyther with Baton Pass and Silver Wind.

ok, so what i need to do is this:
a) take a male scyther, with silver wind, and breed it with a female ledyba. do this until i get a male ledyba, then level up until i get baton pass. then i again breed this male ledyba with a female scyther, and that offspring will get both moves?
or
b) why can't i just breed my female scyther with silverwind with a male ledyba with baton pass, instead of having to use a third generation in this?

You need to do A.
B will only give you Scyther with Silver Wind while you lose Baton Pass, since only Males pass on moves. In order to pass 2 or more moves, the father must know ALL of the moves you wish to pass on, rather than just one of them.
