How can I get a Gengar with Will-O-Wisp?
I only have access to FR pokemon at the moment.

You're out of luck on this one. The only Pokemon of the Kanto Pokemon that can learn Will-O-Wisp naturally is Vulpix, and that's Leaf Green only (and can't chain breed to Gastly anyway). I recommend trading a Duskull from R/S, cos that's the easiest way to get WoW to Gastly (just directly breed)
