I tested this long ago, and if memory serves me well, Drought always wins out. This means that if both trainers are only carrying their legendary, they are sent out at the same time, and have the same speed then it will win out.

I've just been doing this today in my Ruby.

I was using a Kyogre in my team to battle Groudon to negate it's Drought ability.
Kyorge's Lv was only 2 (a friend used AR, and traded it.).

Drizzle always won out because (I assume) it went second.

So I presume that the one with the slower speed, (or was switched in last), will have it's ability win out.

(Also, on a side note, I finally managed to get Groudon, with the slightly shakey team of Kyogre {4 Drizzle}, Rhyhorn {4 Scary Face}, Oddish {4 Stun Spore}, Goldeen {cos she's my Surfer}, Regirock {4 Icy Wind}, Shedninja {4 False Swipe}. And Finished it off with one Premier Ball. :D Now it joins my Regi's in the Premier club. Just need to see if I can do it with Rayquaza, and the Lati's for the full set. :classic: Ok, rant over)

It's always Ruby, WAAA! Sapphire needs an advantage because there are more Sapphire players.

Kyogre is all around better than Groudon though. My comment about which goes first was based on them having equal speed.

yep Kyogre could probably take Groudon out in one attack if it knows ice beam...hydro pump or that one KO attack (cant remember what its called)

Well i have been messing around with that. I find that who ever goes second wins out. Though if they has the same speed it verys. I have done this many time. When they have the same speed they can be one or the other. Though that just what i have experienced in my games.

Do not take Camerupt's Fissure, take Glalie and it's Sheer Cold.
Trust me, it is hard to get the move, but it is more than worth it.

Edit: Glalie has better Sp. Attack and better Speed than Camerupt.
It is a lot cooler too.

drought ends out the rain, since if it went first, there'd be nothing to dry up, even though it gets more sunny

oh yeah, and the thing about sapphire is, you can get one more pkmn than ruby if you didn't trade at all
