I tried to make me a profile with a background, how can i do it? Is it only for mods and supporters? Or is it for everyone at PC? If it is for everyone at PC, tell me how.

It's a supporter/moderator feature only. You'll have to become one of those somehow if you wish to use a background for your profile. :)
