You can also PM any of the SMods, or DF.
They'll all be able to put you in the TDome usergroup.

The smods lost the usergroup powers some time back, so it’s got to be an admin or praetor. Check the announcement sticky for more.

You're not alone. I thought that S-Mods still had those powers until Lightning explained it to me.
