Drop Ember for Body Slam and Agility for Rest, and don't raise any more levels on it until you get a Fire Stone. It will gain better stats as Arcanine if you evolve it sooner.

Mew - Level 40 - 140HP

Drop Fly for Softboiled, Metronome for Swords Dance, and Egg Bomb for Earthquake.

"Raian" (Raichu) - Level 47 - 125HP
Thunderbolt

Thunder

Drop Pay Day for Substitute, Thunder for Surf.

Arbok - Level 29 - 78HP
Wrap
Glare
Poison Sting
Bite

Drop Poison Sting for Toxic. Arbok is kinda...meh =x

Vaporeon has insane Special, so use it. Drop Aurora Beam for Rest and Double Edge for Haze

I'm not evolving Growlithe, but I will change Ember & Agility.
Arbok gets knocked-out really fast, but from what I've seen it's got a good offense.
I'll drop Thunder on Raichu, but I gotta keep Pay Day, (it gives me lots of money. :D)

its a good team 8.9/10 but iwould take egg bomb away from MEW and take away wrap from arbok and let him learn posin fang {thats my opion}

Assuming you don't mean for him to use GameShark, the only way he could teach Raichu Surf is with Pokemon Stadium.

If my memory serves, the hut was for playing some sort of minigame if Pikachu already had Surf from Stadium.

Everything looks fine except with Mew. Where's the strong attacks, mew can learn any TM or HM.

Yeah...I just started my game over less than a week ago, so I haven't really done that much yet.
