Ok this deck needs to stay legal for tournament play and is working great the way it is right now, but everything is up for improvement.

I'm running a similar deck. Try runni9ng the Electrode line as 3 Voltorb, 2-3 Dark Electrode, and 1 Electrode ex, which is ABSOLUTELY ESSENTIAL in the deck's strategy, NOT KIDDING HERE!!!!! Also, ditch the Lightning NRG (provided by Rainbow, which are also movable) for the other R NRG and more draw. I'll put up my decklist...

4 Dk Dragonair (Evoln Light)
3 Dk Dragonite
3 Voltorb
2 Dk Trode
1 Trode ex
1 R Sneasel ex

4 Dark

3 Steven's Advise
3 Rocket's Mission
3 Dual Ball
2 POR (anti-decking)
4 Rocket Ball
2 Pokemon Retriever
3 Rocket's Hideout
2 ATM Rock

The most versitile deck in the format, also has the best comeback ability out of all decks except for Jumpluff.

BTW: I hate Davis...

I was thinking about ditching one of the voltorbs and I hear what your saying about the electrode ex. I'll examine the rest of the deck you posted. Thanks for the input.

Modified-R/S and up. Those are the only sets legal for play.

I wasn't sure if you were playing in a real tournament or not. Like some places hold tournaments but they aren't for real badges and such.

Yeah there are, those I love to play in actually. Unlimited format really tests you in the game. Unless your doing Sneasal, Slowking then it's not as much fun.
