Free CSS Uploaders?

I want to make a Skin Chooser for my forum, but I have no idea what a good host for them is. Plus it has to be free, since I've got no money x_x.

If www.lycos.co.uk do do it for free, it's because I can't figure out where to go on the site to upload stuff.
