Hello Splintey!! Welcome to PC!
There's many people from the US here so no need to worry about making friends. Besides that, we're a friendly community as well, so it should be too difficult to get along with people. ROM hacking is a large part of the forums here. I recommend Emulation & ROM Hacking (http://www.pokecommunity.com/forumdisplay.php?f=156) as well , cause it's the biggest and best section to go for that kind of thing. It's where you can find a good hack to play or even show off your creations in the making. Also if you need help on anything thing ROM hacking or emulation, you can turn there for you questions. The regulars there will gladly help you out as well as the moderators there, DrFuji and giradialkia. So be sure to take a look at that place cause you will never know what you may find.
To be honest, I'm not much of a competitive battler myself. I get what EVs and IVs are, but all of the steps on training your Pokemon to max out on those confuses me and so do the tiers for competitive battles. I just stick with regular and casual battles myself and usually just attack with what I think is best, haha. However, there's many people on PC who are into that battling a lot and most just request a simple Visitor's Message in their profile. To talk about all things on battling, specifically competitive battles, there's the Battle Center (http://www.pokecommunity.com/forumdisplay.php?f=234), which also includes sub-forums for help with competitive and in-game team. Those boards are where you can post your team and ask other to rate it and give advice on how to improve them. For competitive battles there's, Competitive Team Help (http://www.pokecommunity.com/forumdisplay.php?f=250) and for In-Game there's In-Game Team Help (http://www.pokecommunity.com/forumdisplay.php?f=236). Besides Battle Center, PC also has it's own server on Pokemon Showdown found right here (http://pokecommunity.psim.us/). If you don't know, Pokemon Showdown! is a battle simulator and people on the forum are on our server everyday looking for people to battle and as well as just chat. There's also many events held on the server and in Battle Center itself so be on the lookout for those.
I hope you can enjoy it here and make lots of friends. If you have questions, don't hesitate to contact a moderator or other staff in orange and red. Any of them are more than willing to help any member. See you around!

Showdown is an amaazing platform. I really prefer it to Pokemon Online since it's a lot more sleek-looking and organized. Not having to download it is also pretty nice. Welcome to PC, sir!
Oh hey, I'm from NY too. I don't like it here that much though. :( There's a lot of cool stuff over at the Battle Center board if you're interested in learning that; you can get help with your teams as well as all your battle-related questions. I'd definitely recommend stopping by our Pokemon Showdown server as well since it's very active and has some of the coolest members. You'd meet 'em all and get settled into the community really quickly! It's probably our most active chat platform. That's also where all our battle events are hosted so it's very worthwhile to join. :D A lot of our members are always up for some casual battles whenever as well, so if you're interested in testing your skills, just ask one of our wonderful battling board regulars. Perhaps we can battle sometime down the line, too, as I go on the Showdown server myself. On the note of IVs though, I generally find them pretty fun since it gives me inspiration to breed and put together that awesome team. Have a few nicely-bred Pokemon with good IVs in my Black 2 game and it was super fun and rewarding to get them, ehe.
Of course there is a ton to do here when it comes to hacks as well, as our members have pointed out, so be sure to explore there whenever you're interested. A lot of new members join to get involved in hacks so you're always going to find others in the same boat as you. That means there are plenty of peeps to ask for help or get to know! Be sure to stick around and have an aaaawesome time here. We'd love to have you. And hey, if you're ever looking for someone to talk to I'm always around! Contact me anytime. :3
See you around, all right?
