can you get misingno in ruby and silver if so how do you get them?And finally what are the affects of getting them?

We don't refer to Missingno. as it's name anymore. It is commonly now referred to as "glitch pokémon" (it always was).
In this game, it is called ?????. Catching or defeating it will freeze your game.

As far as I know, it is impossible to find it past Yellow. If it can be found, and it has the same effect as in R\B, I'd like to know where it can be found.

It's no easy matter. If you really want him, get your gameshark out and I'll tell you the code.

Code: 01--EDD0

Replace -- with a hexidecimal code of FD. -- can also be replaced with the hex code of any other Pokémon.
Walk into a wild Pokémon area. The Pokémon that appears should be ?????. I cannot be blamed for any glitches/game deletion caused by this code.

I doubt if Missingno. a.k.a. the Glitch Pokemon can be found in GSC let alone RS, but there are some other glitches...none that I know of besides the Pokerus (is that's a glitch) can help you greatly, though, like the duplicating code.
