Use simple questions next time please. It is simply an island of Wynauts and a Lychei berry. Or however you spell that! and it appears randomly

it appears when you have a pokemon with a gp that is equal to a certain number which i think changes randomly each day.

Mirage Island is a mysterious island near pacifidlog town that appears rarely.
I have heard it depends on a random factor to make it appear.The easiest
way to see if it's there is to go to the southeasternmost house every day
and talk to the old man there.If Mirage Island is present that he will tell you,
otherwise he will say he can't see it.Some people never find it.If you are lucky
enough to find it,you can find rare Liechi berries and wild Wynaut ranging
from level 5 to 50.To this day I haven't found it,and I have been playing Ruby
since it came out.Good luck finding it.:)
