I just beat the PK League and recieved a National Dex from Oak, but how do I get to those islands?

Go to one Island.Go to the Pokemon Center ,you wiill see Celio and he will give you a pass for it.

Then go to Mt ember where the Rockets are and battle them ,then go into the cave and get the Ruby plate.

Yeah, you need to get the plates before visiting him.Some islands you need codes for as well.
