Thief or Covet?

Does anyone happen to know the success rate of both Thief and Covet? It just recently occurred to me that neither may steal the item held by the opponent 100% of the time. The description says you "may steal an opponent's held item." Say your opponent's pokemon is holding an item. Will Thief or covet steal that item 100% of the time? Or is there a margin of error associated with them? If so, is there one that is more accurate than the other?

I hope you guys know more about this than I do. :( I'm not really sure where else to go with this problem.

Yes, I know. That's not what I'm asking. If I KNOW my opponent is holding an item, will these moves steal that item every time? Or will they miss sometimes?

Thief and Covet will always hit unless the opponent has used an evasive move, as Petey_Y said.

If someone could explain why there are 2 moves that do the same thing I'd appreciate it :P

Covet is stupid,but Thief fits Dark types,IMO.

To answer your question,its for the pokes that can't learn thief,and a little bit of SE
damage.

Thief = damage effected by S.AT of Pokemon (special)
Covet = damage effected by ATK of Pokemon (physical)

Covet also has a lot more PP.

Well.. it depends on what Pokemon is using the move. Covet is a Normal type attack so it won't work on Ghost types, and Theif is a Dark type attack... but they're a little weak....
